Civil Investigative Demands

A civil investigative demand (CID) is a special tool used by the government to compel parties to produce documents surrounding a potential lawsuit. This differs from traditional discovery tools because the government can require the production of documents before litigation has commenced. Before 2009, only the Attorney General could issue these demands. However, with the passage of the Fraud Enforcement and Recovery Act, all U.S. attorneys may now issue a CID.
